Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy innovations or emerging trends in the (...) energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. The place of evidence regarding joint commitment and plural action is mostly reserved for documents and explicit linguistic expressions. This paper considers the problem of evidence in cases of engaged (jointly committed) social acts where there is no explicit expression or binding document, yet can still be ascribed to a plural subject. The argument rests on the double meaning of the term factum as fact (factum brutum) and deed (factum practica), as well as contemporary debates about the topic of fact (...) of reason in Kant. The text seeks to show that in certain cases, the execution of an act or the obligation produced by it can be considered evidence of a plural subject. Thus, these facts deserve a special position in relation to scientific evidence. (shrink)

The present paper discusses the problem of quantum-mechanical properties of a subject’s consciousness. The model of generalized economic measurements is used for the analysis. Two types of such measurements are analyzed – transactions and technologies. Algebraic ratios between the technology-type measurements allow making their analogy with slit experiments in physics. It has been shown that the description of results of such measurements is possible both in classical and in quantum formalism of calculation of probabilities. Thus, the quantum-mechanical formalism of the (...) description of states appears as a result of idealization of the selection mechanism in the proprietor's consciousness. (shrink)

The main purpose of the study is to determine the key aspects of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents. The methodology includes a set of theoretical methods. Modern government, on the one hand, must take into account the emergence of such a new weapon as cyber, which can break various information systems, can be used in hybrid wars, influence political events, pose a threat to the national security of (...) any state. As a result of the study, key elements of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents were identified. Our main goal is to describe the structure of engaged acts and compassion and their constitutive interrelation to explicate the key role of engaged and compassionate acts for group constitution. In the first part of the paper, we formulate our guiding idea: the key to understanding compassion lies in understanding engagement and vice versa. We then consider the problematic nature of engaged acts: On the one hand, they do not meet the conditions to be attributed to the plural subject; on (...) the other hand, they cannot be understood without presupposing the plural subject. To understand this, we rely primarily on Helm’s theory of emotions and the classical phenomenological analyses of the constitution of the plural subject, but we also point out the limitations of the latter. In the last two sections, we build on Nussbaum’s theory of compassion to describe the parallelism in the structure of compassion and engagement and to show their constitutive connection. Finally, we examine the specific way in which engaged acts “place burden” and transform a group into an institution. (shrink)

This paper argues that pragmatic considerations similar to the ones that Grice has shown pertain to assertability pertain to acceptability. It further shows how this should affect some widely held epistemic principles. The idea of a pragmatics of belief is defended against some seemingly obvious objections.

In his speech Academician Fedorov expressed the opinion that the political and ideological meaning of the problem of interaction between man and nature is fundamental for our conference.

The sequent system LDJ is formulated using the same connectives as Gentzen's intuitionistic sequent system LJ, but is dual in the following sense: (i) whereas LJ is singular in the consequent, LDJ is singular in the antecedent; (ii) whereas LJ has the same sentential counter-theorems as classical LK but not the same theorems, LDJ has the same sentential theorems as LK but not the same counter-theorems. In particular, LDJ does not reject all contradictions and is accordingly paraconsistent. To obtain a (...) more precise mapping, both LJ and LDJ are extended by adding a "pseudo-difference" operator which is the dual of intuitionistic implication. Cut-elimination and decidability are proved for the extended systems and , and a simply consistent but -inconsistent Set Theory with Unrestricted Comprehension Schema based on LDJ is sketched. Introduction: The COVID-19 pandemic is asking health care workers to meet extraordinary challenges. In turn, HCWs were experiencing tremendous psycho-social crisis as they have had to deal with unexpected emotional requirements arising from caring for suffering and dying patients on a daily basis. In that context, recent studies have highlighted how HCWs working during the COVID-19 outbreak manifested extreme emotional and behavioral reactions that may have impacted their mental health, increasing the risk for developing post-traumatic stress symptoms.Purpose: The aim of (...) the study was to investigate post-traumatic stress symptoms, such as intrusion symptoms, as a potential mediator of the link between ERs and crying at work, and whether rumination moderates the relationship between ERs and intrusion-based PTS symptoms among HCWs who have had to deal with patients dying from COVID-19.Methods: An online cross-sectional study design was performed. A total of 543 Italian HCWs participated in the study. Participation was voluntary and anonymous. We used the SPSS version of bootstrap-based PROCESS macro for testing the moderated mediation model.Results: ERs had an indirect effect on crying at work through the mediating role of intrusion symptoms. Results from the moderated mediation model showed that rumination moderated the indirect effect of ERs on crying at work via intrusion symptoms, and this effect was significant only for high rumination. Furthermore, when we tested for an alternative model where rumination moderates the direct effect of ERs on crying at work, this moderation was not significant.Conclusions: As the second wave of the COVID-19 pandemic is ongoing, there is an urgent need for decision-makers to rapidly implement interventions aimed at offering timely psychological support to HCWs, especially in those contexts where the risk of emotional labor associated to patients dying from COVID-19 is higher. A defense of the rationality of adductive inference from the criticisms of Bayesian theorists.

Of all the world thinkers on whom the author of The Philosophy of the Common Task [Filosofiia obshchego dela] reflected, the one to whom he devoted the most attention, thought, and passion was perhaps a contemporary of his who, though fifteen years his junior, had already thrown some "impossible" works in the face of a fascinated, flabbergasted, and shocked public and had lived for almost ten years outside the world of culture and history, in a state of complete insanity. I (...) speak, of course, of Friedrich Nietzsche. He burst into Russia as a deafening European intellectual novelty, which intoxicated and swept away quite a few young people and even some experienced wise heads with the audacity of his "transvaluation of all values," his prophetic eruptions of new ideas and life principles, his exciting style of free philosophizing, and, finally, his existential tragedy. Fedorov could not but have been sensitive to and, I would say, personally affected by this phenomenon-Nietzsche and Nietzscheanism and the fashion for them. (shrink)

This paper relates to a formal statement of the mechanisms that are thought minimally necessary to underpin consciousness. This is expressed in the form of axioms. We deem this to be useful if there is ever to be clarity in answering questions about whether this or the other organism is or is not conscious. As usual, axioms are ways of making formal statements of intuitive beliefs and looking, again formally, at the consequences of such beliefs. The use of this style (...) of exposition does not entail a claim to provide a mathematically rigorous formal deductive system. Conventional mathematical notation is used to achieve clarity, although this is elaborated with natural language in an attempt to reduce terseness. In our view, making the approach axiomatic is synonymous with building clear usable tests for consciousness and is therefore a central feature of the paper. The extended scope of this approach is to lay down some essential properties that should be considered when designing machines that could be said to be conscious. In the broader discussion about the nature of consciousness and its neurological mechanisms, it may seem to some that axiomatisation is premature and continues to beg many questions. However, the approach is meant to be open- ended so that others can build further axiomatic clarifications that address the very large number of questions which, in the search for a formal basis for consciousness, still remain to be answered. Of course, in discussions about consciousness many will also argue that the subject is not one that may ever be formally addressed by means of axioms. The view taken in this paper is 'let's try to do it and see how far it gets'. (shrink)

This paper aims to contribute to our understanding of the notion of coherence by explicating in probabilistic terms, step by step, what seem to be our most basic intuitions about that notion, to wit, that coherence is a matter of hanging or fitting together, and that coherence is a matter of degree. A qualitative theory of coherence will serve as a stepping stone to formulate a set of quantitative measures of coherence, each of which seems to capture well the aforementioned (...) intuitions. Subsequently it will be argued that one of those measures does better than the others in light of some more specific intuitions about coherence. This measure will be defended against two seemingly obvious objections. (shrink)

The First World War exerted a great influence on the course of twentieth-century history and transformed people’s perception of the world. The collapse of empires and the shipwreck of illusions found their reflection in various spheres of culture and art, including music. Scholars are familiar with how the trauma of war was reflected in the history of the works, lives, and collaboration of two outstanding composers of the twentieth century, Igor Stravinsky and Maurice Ravel. In this article, we explore how, (...) from different perspectives, these composers expressed in music their perception of the war trauma as part of the wider common cultural and social tragedy known as “the collapse of empires”. At the center of our discussion is musical text as a reflection of social phenomena, and how these two composers presented the upheavals that took place in society and their spiritual reaction to them with the help of their musical expressivity. The article focuses on war themes and their reflection in the music of the first half of the twentieth century. (shrink)

Natural language provides motivation for studying modal backwards-looking operators such as “now”, “then” and “actually” that evaluate their argument formula at some previously considered point instead of the current one. This paper investigates the expressive power over models of both propositional and first-order basic modal language enriched with such operators. Having defined an appropriate notion of bisimulation for first-order modal logic, I show that backwards-looking operators increase its expressive power quite mildly, contrary to beliefs widespread among philosophers of language and (...) formal semanticists. That in turn presents a strong argument for the use of operator-based systems in the semantics of natural language, instead of systems with explicit quantification over worlds and times that have become a de-facto standard for such applications. The popularity of such explicit-quantification systems is shown to be based on the misinterpretation of a claim by Cresswell, which led many philosophers and linguists to assume that introducing “now” and “then” is expressively equivalent to explicitly quantifying over worlds and times. Conditionals are sentences of the form 'If A, then B', and they play a central role in scientific, logical, and everyday reasoning. They have been in the philosophical limelight for centuries, and more recently, they have been receiving attention from psychologists, linguists, and computer scientists. In spite of this, many key questions concerning conditionals remain unanswered. While most of the work on conditionals has addressed semantical questions - questions about the truth conditions of conditionals - this book focuses on the (...) main epistemological questions that conditionals give rise to, such as: what are the probabilities of conditionals? When is a conditional acceptable or assertable? What do we learn when we receive new conditional information? In answering these questions, this book combines the formal tools of logic and probability theory with the experimental approach of cognitive psychology. It will be of interest to students and researchers in logic, epistemology, and psychology of reasoning. (shrink)

We introduce a general representation of unary hyperintensional modalities and study various hyperintensional modal logics based on the representation. It is shown that the major approaches to hyperintensionality known from the literature, that is state-based, syntactic and structuralist approaches, all correspond to special cases of the general framework. Completeness results pertaining to our hyperintensional modal logics are established.

The conceptual spaces approach has recently emerged as a novel account of concepts. Its guiding idea is that concepts can be represented geometrically, by means of metrical spaces. While it is generally recognized that many of our concepts are vague, the question of how to model vagueness in the conceptual spaces approach has not been addressed so far, even though the answer is far from straightforward. The present paper aims to fill this lacuna.

The article introduces substructural epistemic logics of belief supported by evidence. The logics combine normal modal epistemic logics with distributive substructural logics. Pieces of evidence are represented by points in substructural models and availability of evidence is modelled by a function on the point set. The main technical result is a general completeness theorem. Axiomatisations are provided by means of two-sorted Hilbert-style calculi. It is also shown that the framework presents a natural solution to the problem of logical omniscience.
